Starting Situation
The city of Ulm joined the Climate Protection Alliance in 1993. The members of this association have
pledged to reduce local CO2 emission 50% by the year 2010. For the realization of this goal, Ulm
commissioned ECH for a comprehensive municipal energy concept.

Parallel to drawing up the concept, the first measures for implementation were established:

Support program for renovation of physical structure of old buildings
Energy controlling for municipal properties
Development of heat direct service
Realization of low energy developments with district heating supplying and solar energy utilization
